The State Tax Inspectorate of Lithuania issued Order No. VA-63 on September 24, 2026, to update the national crypto reporting regime in line with the EU DAC8 directive. This regulation amends the previous Order VA-119 from December 2025 by refining definitions of reportable persons and updating due diligence requirements for service providers.

Crypto-asset service providers must now collect and report user identities, tax residencies, account balances, and transaction details exceeding $50 000. Companies are required to maintain comprehensive KYC records and transaction logs, which will serve as tax evidence. These obligations apply to entities operating within the EU and certain non-EU residents.

The first annual reporting deadline is set for May 31, 2027, covering data from the 2026 calendar year. Providers that already comply with reporting requirements in another EU member state may be exempt from duplicate reporting in Lithuania under specific conditions. Additionally, the order aligns domestic rules with the OECD Crypto-Asset Reporting Framework.

Starting in March 2027, specific custodial and transfer activities will require authorization as electronic payment services. While the reporting rules are expanding, the capital gains tax rate on virtual assets remains unchanged. The EU-wide automatic data exchange system is expected to become operational in mid-2027.
