The Kontur.Doverennost service has updated its functionality to align with the latest regulatory changes. Users can now issue machine-readable powers of attorney (MChD) of format 003 without including the authorized representative's passport details. This update follows the Ministry of Digital Development order No. 1001 issued on November 5, 2025.
According to Kontur, this change prevents the unnecessary exposure of personal data to recipients. Existing MChDs containing passport information remain valid and do not require reissuance. The service includes validation features that highlight incomplete fields if a user chooses to enter identity document details voluntarily.
Certain exceptions remain in place for specific document types. Passport data is still mandatory for MChDs used in tax reporting, as required by the Federal Tax Service of Russia. This requirement also applies to all powers of attorney issued under the 5.03 format standard.
Kontur.Doverennost is part of the Kontur business ecosystem. The platform facilitates the creation, registration in the Federal Tax Service distributed ledger, storage, and revocation of machine-readable powers of attorney for various government and corporate reporting systems.
