The Hong Kong Monetary Authority (HKMA) plans to launch a pilot program for the tokenization of Exchange Fund Bills by the end of 2026. The initiative targets over HKD 1.3 trillion in short-term debt instruments. This operational testing aims to enable banks to manage assets and liquidity using distributed ledger technology, allowing for round-the-clock access beyond traditional settlement hours.
Alongside this pilot, the HKMA will introduce CMU OmniClear, a digital asset platform designed to standardize digital bond issuance. The project is part of the broader Project Ensemble, which focuses on tokenized deposits and wholesale settlement. A dedicated Tokenised Bond Expert Group, comprising international financial institutions, will conduct the necessary legal assessments for the initiative.
Hong Kong continues to expand its digital finance ecosystem, with officials noting that the city accounted for nearly 50% of global digital bond issuance between 2025 and the first half of 2026. Furthermore, the region is refining its regulatory framework to permit the use of regulated stablecoins for settlement on licensed virtual asset platforms.
