San Francisco-based insurtech startup Harbor has officially launched, securing $10 million in a seed funding round. The investment was led by Base10 Partners, Abstract, and 8VC, with additional participation from Restive and Innovation Endeavors.
The company provides a platform designed to inventory and monitor AI agents within corporate environments. It performs real-time assessments of operational, security, and regulatory risks, offering automated interventions if an agent's decision threatens compliance.
Harbor also provides insurance coverage specifically tailored for AI agent failures. This initiative addresses a growing market gap, as traditional insurers have filed over 2,300 exclusions for generative AI risks across 49 US states since January 2026.
The startup, founded by Stanford University alumni Jesús Santos, Daniel Elechiguerra, Cristian Bartolomé, and Luis Botín, targets highly regulated sectors. Its primary clients include banks and insurance firms across North America, Europe, and Latin America.
