The Finance Committee of the French National Assembly has approved new tax proposals targeting cryptocurrency transactions. These measures are part of the 2027 budget bill, which is scheduled for examination by the full Assembly starting October 13, 2026.

Under the adopted amendment I-CF1826, conversions of crypto assets into fiat-pegged stablecoins will become taxable events starting January 1, 2027. The government views the current lack of taxation on these swaps as a legislative loophole. Gains will be calculated based on the acquisition cost using a weighted average for tokens purchased at different price points.

The committee also approved an exit tax for households with crypto holdings exceeding €800 000 who move their residence abroad. This tax will apply to unrealized gains. Conversely, amendment I-CCF798 allows investors to carry forward realized crypto losses for a period of 10 years.

These legislative changes align with broader European Union requirements under the DAC8 directive. This directive mandates that crypto service providers collect and report user transaction data to national authorities. The first exchange of information regarding 2026 transactions between EU member states is expected by September 2027.
