The French National Assembly has passed an amendment to the 2027 finance bill, introducing tax regulations for crypto-to-stablecoin exchanges. The measure was approved on October 16 with a narrow margin of 38 votes in favor, 37 against, and 25 abstentions. The initiative was introduced by deputy Nicolas Sansu.
If the bill is finalized, converting Bitcoin or other cryptocurrencies into stablecoins will trigger a capital gains tax, even without conversion to fiat currency. The tax calculation will be based on the acquisition price of the asset and the weighted average purchase price. A subsequent vote on the broader finance bill is scheduled for October 20.
Lawmakers also rejected a proposal to allow the carry-forward of crypto-related losses for a 10-year period, with 75 votes against the measure. Additional pending proposals include an exit tax on unrealized gains for portfolios exceeding €800 000 for residents moving abroad, and a mandatory declaration for non-custodial wallets holding over €100 000.
