The Financial University under the Government of the Russian Federation has launched the Finpay billing system, developed in partnership with the League of Digital Economy. The platform automates the generation of invoices for tuition and dormitory fees, allowing students to make payments via the Gosuslugi portal, bank applications, and the university's personal account.

Finpay is the first university billing system in Russia integrated with the State Information System for State and Municipal Payments (GIS GMP). Invoices are delivered with a unique payment identifier (UIN) and a QR code, enabling one-click payments without commission via the Faster Payments System (SBP) or Gosuslugi.

The project was implemented in two stages between July 2025 and February 2026, utilizing a microservices architecture with open-source technologies such as Kubernetes, Docker, and PostgreSQL. The system is registered under state certificate number 2026685754.

As of September 1, 2026, the system manages over 305,000 active invoices. More than 115,000 invoices have been processed through the GIS GMP, with an 84.3% payment rate. The university reports an annual saving of over 21 ₽ million on acquiring fees, and payment collection times have been reduced to one day.
