The Federal Antimonopoly Service (FAS) of Russia has ruled that information regarding unlimited international roaming internet on the websites of VimpelCom, MegaFon, MTS, and T2 Mobile does not constitute advertising. This decision followed a complaint from the Association of Professional Users of Social Networks and Messengers, which argued that the term 'unlimited' misleads consumers.
Operators limit data speeds to 128–512 Kbit/s after a specific traffic threshold is reached. While the internet remains active without additional charges, the reduced speed makes tasks like video streaming or downloading large files difficult. Companies maintain that the term is accurate because they do not impose a hard cap on the total volume of data transmitted.
T2 Mobile stated that 128 Kbit/s is sufficient for messaging and social media, justifying the 'unlimited' label. MegaFon noted that speed throttling is standard industry practice. The FAS clarified that its current assessment focused solely on service descriptions on official websites, leaving the possibility of further investigations into other promotional materials.
