The European Central Bank (ECB) is implementing a two-track strategy to integrate the euro into blockchain systems. The plan distinguishes between a retail digital euro for general users and a wholesale track focused on tokenized finance for banks and market infrastructure.
The wholesale initiative centers on the Pontes platform, which launched on September 21, 2026. Pontes connects existing TARGET Services to distributed ledger technology platforms, allowing banks to settle tokenized asset transactions using central bank money. At launch, 13 participants, including Deutsche Bank and Santander, were onboarded.
The ECB is also developing the Appia initiative, which aims to create an integrated European tokenized finance ecosystem by 2028. Additionally, Executive Board member Isabel Schnabel has proposed three technical models for blockchain integration, focusing on direct issuance, interoperability with current systems, and private intermediary tokens.
Legislative negotiations for the retail digital euro began in July 2026, with a target completion date by the end of 2026. Following the conclusion of merchant and private organization participation calls, pilot programs are scheduled for mid-2027. A potential first issuance of the digital euro is anticipated in 2029.
