Andrew Cuomo, former New York governor and current board member at OKX, has advised the crypto industry to distribute political funding across both Democratic and Republican parties. He argues that bipartisan support is essential for passing durable federal legislation that remains stable regardless of election outcomes.
Cuomo emphasized that relying on agency enforcement actions creates regulatory uncertainty, as priorities often shift after elections. He pointed to the stalled CLARITY Act as a critical piece of legislation that aims to define the jurisdictional boundaries between the SEC and the CFTC regarding digital assets.
The CLARITY Act passed the House in 2025 but has faced significant hurdles in the Senate. On September 15, 2026, a procedural cloture vote to advance the bill failed with a 49-50 result, highlighting the narrow margins and the need for broader bipartisan consensus to move the bill forward.
Beyond his role at OKX, which he joined in July 2026, Cuomo co-chairs a joint venture with Intercontinental Exchange focused on tokenized assets and trading infrastructure. His background includes signing New York’s BitLicense law in 2015, one of the earliest state-level regulatory frameworks for the sector.
