Clearpool, an institutional lending protocol with over $965 million in loan originations since 2021, has proposed a full migration to the XRP Ledger. The governance discussion for this transition began on September 11, 2026.

The plan includes a 1:1 token swap from the existing CPOOL to a new CLEAR token. The initial supply of CLEAR will be 1.125 billion, with a long-term target of 1.428 billion. Existing holders will receive 70% of the supply, while 15% goes to the treasury and 15% to incentives.

To manage potential dilution, Clearpool intends to use 50% of protocol fees for buybacks and burns of the CLEAR token. The migration also requires the adoption of two new XRPL standards, XLS-65 and XLS-66, which need 80% validator approval.

Ripple is joining a new credit fund as a limited partner to support RLUSD-denominated loans for fintech borrowers. Cicada Partners, which has underwritten over $860 million in loans, will manage borrower sourcing and credit risk assessment for the fund.
