Seven Chinese government departments, including the Ministry of Industry and Information Technology and the National Development and Reform Commission, have released the 15th Five-Year Plan for the new battery industry. The document outlines strategic goals for the sector to be achieved by 2030, focusing on technological innovation and industrial scaling.
A key objective is the initial mass-market application of all-solid-state batteries by 2030. The plan also targets a cycle life of 15,000 cycles for long-life lithium batteries and aims for defect rates at the PPB level for leading manufacturers. The strategy emphasizes a supply system centered on lithium batteries, supported by sodium-ion and flow battery technologies.
The roadmap includes expanding the use of flexible and irregular batteries in wearables, smart home devices, and medical equipment. Authorities plan to scale electrification across public transport, heavy-duty trucks, aviation, and agricultural machinery. Furthermore, the policy encourages integrating battery storage into computing centers and industrial microgrids.
The plan also targets the exploration of new application scenarios, including deep-space and deep-sea exploration, brain-computer interfaces, and robotics. It promotes innovative models such as direct green power connections and virtual power plants to support national strategic goals and advance frontier technological development.
