The Chinese government has announced a directive comprising 19 measures to establish a national blockchain network and an integrated computing power grid. This initiative, titled Opinions on Developing New Quality Productive Forces, was issued on October 9, 2026, and published by Xinhua on October 10.

The project involves 16 central government departments and 27 state-owned enterprises. It builds upon the existing Blockchain-based Service Network (BSN), which has been operational since April 2020. The BSN framework strictly prohibits the use of crypto tokens and public blockchain protocols.

The directive aims to integrate the real and digital economies, supporting the use of the digital yuan for cross-border trade. It also incorporates the East Data, West Computing project, which redirects data from eastern regions to western computing centers to foster industrial innovation.

Beijing maintains its long-standing stance against cryptocurrencies, focusing instead on state-controlled infrastructure. The policy seeks to consolidate existing assets and create regulated data markets under strict government oversight.
