Starting November 1, 2026, Binance will require users in Brazil to provide details for all cross-border cryptocurrency transfers. The exchange announced this policy on October 2, 2026, in compliance with Resolution BCB No. 521/2025 issued by the Central Bank of Brazil.
Users must identify the counterparty and the purpose of the transaction. For transfers of $50,000 or less, a simplified list of 10 purposes is available. Transactions exceeding this amount require selecting from 96 categories defined by the regulator. Corporate accounts must also disclose if the counterparty belongs to their economic group.
Transfers to self-custody wallets only require proof of ownership without purpose disclosure. Transactions with unauthorized counterparties are currently capped at $100,000, with a potential future increase to $500,000. Domestic transfers within Brazil remain unaffected by these new requirements.
Binance is mandated to report this data to the Central Bank of Brazil on a monthly basis. These measures integrate crypto assets into the national foreign-exchange framework. This reporting system is separate from the Travel Rule, which Brazil intends to implement in 2027.
