Binance Kazakhstan and the Ministry of Artificial Intelligence and Digital Development will explore the possibility of issuing a stablecoin in the republic and creating a settlement base for operations with such assets. The agreement also covers digital assets, computing infrastructure, and payment solutions, as well as the refinement of tax and judicial approaches.

The second memorandum with the National Bank of Kazakhstan aims to transform the country into a regional payment and fintech hub. This partnership involves relocating part of Binance's operations, functions, and infrastructure to Kazakhstan, and the launch of cross-border services. A roadmap has been developed to work on payment infrastructure, licensing, and new product launches.

A third agreement was signed with the AIFC. It expands the Investment Tax Residency Program to include digital assets. All three documents are memoranda of intent, and specific dates for the stablecoin launch, payment products, or residency program updates have not been specified.
