On October 9, 2026, the CPC Central Committee and the State Council published a policy document titled Opinions on Developing New Quality Productive Forces. The framework includes 19 measures that prioritize the construction of a national blockchain network and an integrated computing power network.
The policy aims to link the real economy with the digital economy. It focuses on establishing formal systems for data property rights to enable data to function as a tradable asset. The document supports pilot projects for data elements and the optimization of national data infrastructure.
The guidelines also introduce an AI+ initiative focused on green development and emphasize the protection of intellectual property. The document explicitly warns against investment bubbles and herd behavior, while omitting any mention of independent digital assets, crypto tokens, or permissionless systems.
This framework is integrated into the 15th Five-Year Plan, which spans from 2026 to 2030. It builds upon previous state-backed initiatives, such as the Blockchain-based Service Network launched in 2020 and the 2021 blockchain guidance from the Ministry of Industry and Information Technology.
