During the Eastern Economic Forum held on September 4, presidential advisor Anton Kobyakov addressed the issue of capital outflow from Russia. He expressed confusion regarding why capital continues to leave the country despite the presence of positive real interest rates on bank deposits.

Kobyakov noted that the population lacks attractive domestic investment opportunities. He emphasized the necessity of managing financial flows and investment resources from individuals and companies more effectively to address this trend.

The advisor highlighted the need to restart the investment cycle by leveraging both state spending and private capital. He referenced President Vladimir Putin's statement at the forum, which stressed that a healthy macroeconomic environment is essential for stabilizing the economy.
