America’s Credit Unions (AmCU) is actively lobbying to ensure credit unions gain the same digital asset capabilities as banks. Chief Advocacy Officer Kathleen Coulombe, who joined the organization on April 20, 2026, is leading these efforts as Congress considers new stablecoin legislation.
During a policy discussion on October 11, 2026, AmCU addressed the GENIUS Act, which designates the National Credit Union Administration (NCUA) as the primary supervisor for credit unions acting as stablecoin issuers or custodians. The organization argues that credit unions must be able to provide custody, payments, lending, and staking services without facing disproportionate regulatory burdens.
AmCU has expressed concerns regarding potential deposit flight, noting that competitive yields from stablecoins could lead members to move funds out of traditional credit union accounts. The organization also monitors the CLARITY Act (H.R. 3633), which aims to establish a broader regulatory framework for digital assets.
Separately, the NCUA has proposed adding 26 stablecoin-specific accounts to quarterly Call Reports to improve oversight of digital asset holdings. Comments on these reporting requirements are due by December 8, 2026, with potential implementation scheduled for March 2027.
